So let me get this straight: the rings on the piston wear out. Gasses blow by into the crankcase chamber at the bottom and get compressed with other stuff like oil mist as the pistons are working through their four-stroke cycle. The PCV valve allows this to be vented out, probably up near the cylinder head/intake manifold. If the PCV valve fails sticks in the "closed" position then you wind up with oil in weird places. Like in your regulator box or by your air filter.

Of course, worn piston rings are never, ever, EVER a good sign.
